From “American Flag Blue” to Algae Green
In April, President Trump announced an ambitious plan: drain the Reflecting Pool, paint the bottom “American Flag Blue,” and refill it in time for the nation’s 250th birthday on July 4th. He called the pool “absolutely filthy” and promised it would look “gorgeous, beautiful” after his intervention.
The project was initially estimated at $1.8 million and one week of work.
By the time crews were done, the price tag had ballooned to $14.7 million — awarded via a no-bid contract to Virginia-based Atlantic Industrial Coatings, invoking an emergency exemption to competitive bidding rules. Trump said at a May Cabinet meeting: “We had estimates to fix it of about $355 million and it was going to take 3.5 years. We’re going to be able to do it for about $1.8 million, and it’s going to take one week.”

Neither the timeline nor the cost held.
Just one day after the pool was refilled, algae had already returned to the surface. Within days, clumps of algae had taken over. Workers were dispatched with industrial vacuums. The administration installed a filtration system called an “ozone nanobubbler” and dumped in gallons of hydrogen peroxide. No photographic or video evidence of the alleged gash has been publicly released. When asked for proof, Trump told reporters the evidence would come out “in court.”
Pool experts noted an uncomfortable contradiction: earlier this year, Trump himself boasted that the new pool liner was so tough “if you had a knife you can’t even cut it.” Creating a 350-foot gash, experts pointed out, would require significant industrial equipment — the kind that would be nearly impossible to deploy undetected at one of the most visited landmarks in the country, patrolled by Park Police and previously ringed by National Guard soldiers.
The administration has not explained how vandals allegedly carved a football-field-length gash in a knife-proof liner without anyone noticing.
An Olympian in Handcuffs
Among those arrested: David “Davey” Hearn, a former U.S. Olympic canoeist from Bethesda, Maryland.
Hearn told NBC News and The Washington Post that he was at the Reflecting Pool on Friday when he noticed large pieces of the blue coating floating loose on the surface. Curious, he reached in and touched one of the already-detached pieces.
He was immediately handcuffed and detained for five hours, charged with destroying government property.
“I didn’t vandalize anything,” Hearn said. “I didn’t destroy or break or peel anything. By the time I realized what was going on, I was being put in handcuffs.”
His attorney said it is not a crime. The charge remains pending.
He was not alone. TMZ reported that officers questioned a woman who dipped her hand in the pool’s water — she was surrounded by officers for several minutes before being released with a citation. Swedish journalist Stina Blomgren was on camera reporting from the pool when a National Guard member approached her after she also dipped her hand in the water.
A local resident, Hannah Carol, told NBC News: “I got yelled at from the National Guard by just looking at it too close.”
By Tuesday, Trump said six people had been arrested and seven more cited. White House Press Secretary Karoline Leavitt told Fox News that 17 police reports had been filed, and claimed — without providing details — that those arrested were “longtime donors to the Democrat Party, to Barack Obama, to ActBlue.”

One tourist, Lyndel Monros, captured the current state of the pool perhaps better than any official statement: “It’s not American blue, it’s very green. I’m not sure what’s going on, but it kind of looks like there’s a septic leak going on, to be honest. It’s a lot worse than what they show on TV.”
