In early 2026, state-linked Chinese defense manufacturers unveiled the PF-070 โ€” a four-legged combat robot armed with four anti-tank guided missiles โ€” at the World Defense Show in Riyadh, Saudi Arabia. This wasn’t a concept. It was described as a production-ready platform positioned for international export, displayed before defense delegations from across the Middle East and Asia who were paying very close attention.

What Is China Actually Doing With These Machines?

The answer is more alarming than most Americans realize. China’s military robotics program has advanced through a methodical, iterative process rooted in its military-civil fusion strategy โ€” the deliberate integration of civilian technology into defense applications at national scale.

Unitree’s quadrupeds, originally commercial platforms aimed at industrial and research markets, began appearing in PLA exercises years ago. State media showed robot dogs carrying machine guns in breach-and-clear drills. They were airdropped from multi-rotor drones onto rooftops and tested in urban combat simulations.

China also publicly demonstrated a motion-controlled humanoid robot designed for military applications at the 12th International Army Cadets Week in Nanjing. The robot operates through a motion capture-style control system that mirrors the movements of a human operator, replicating upper body and limb motions in real time โ€” and it was showcased to defense representatives from 13 foreign militaries.

The direction is no longer ambiguous: China is systematically building robotic war-fighting capability, one public demonstration at a time.

Is This Already an Arms Race โ€” Or Are We Already Losing It?

The honest answer is that the race is already underway, and the United States is playing catch-up. In most areas beyond heavy repetitive industrial labor, China is beating the United States soundly, largely due to its massive manufacturing capabilities and supply chain, according to Damion Shelton, co-founder and chairman at Agility Robotics.

China established a National Humanoid Robot Standardization Technical Committee in November 2025. Unitree CEO Wang Xingxing serves as one of its four deputy chairs, alongside representatives from AI companies and universities with ties to the PLA. That is a government coordinating a national industrial sector directly toward military readiness. The United States has no equivalent structure.

The Pentagon’s response? A $24 million contract awarded to Foundation Future Industries to test its “Phantom” humanoid robots, designed to breach enemy sites and spare American lives. That is a meaningful start. But it is one contract against a Chinese industrial base that has been scaling for years.

What Do the Numbers Actually Tell Us?

$30 billion. That is the projected annual global defense spending on unmanned and robotic systems by 2027. The figure is driven by labor shortages in volunteer militaries, the lethality lessons of the Ukraine conflict, and rapid advances in AI-powered autonomy. The question no one in Washington wants to fully answer: how much of that market will be dominated by Chinese manufacturers?

China is now testing wolf packs of networked machines designed to scout, supply, and support troops. A report from the Foundation for Defense of Democracies suggests these systems are built with a Taiwan conflict in mind. In an amphibious invasion scenario, these expendable machines could absorb initial losses and clear routes through dense urban terrain.

The most alarming capability demonstrated so far: China has shown drone-deployed robot dogs โ€” quadrupeds dropped from heavy-lift drones that activate upon landing and immediately begin patrolling or engaging targets. This combines aerial reach with ground-level persistence in a way that has no Western equivalent at operational scale.

If China can manufacture armed robots by the thousands at costs under $30,000 per unit, what does conventional American defense procurement โ€” which takes years and costs billions โ€” actually buy us?

Who Is Really Benefiting From America’s Slow Response?

The companies fueling this revolution in China are not operating in a vacuum. The Pentagon designated Alibaba a Chinese military company under Section 1260H, with a DoD direct contracting ban taking effect June 30, 2026. Beginning June 2027, a second tier of restrictions takes effect, barring the DoD from procuring goods or services through third parties that source from Alibaba.

Those restrictions are necessary. But they also reveal how deeply embedded Chinese tech firms are in the global supply chain โ€” and how much the United States has allowed that dependency to develop unchecked.

Unitree, the Chinese robotics firm whose robots have drilled alongside PLA soldiers, has also seen its humanoid systems shift from less than 2% of revenue in 2023 to more than half of revenue by 2025 โ€” a transformation driven by AI advances and direct policy support from the Chinese government.

The civilian-to-military pipeline in China is not a bug. It is the strategy. CCTV broadcast footage of the “Robot Wolf” conducting PLA urban warfare drills, reporting that the latest version comes with a smarter AI brain that can autonomously identify and aim at targets, leaving only the final strike decision to humans. That is a hair-trigger autonomy framework โ€” and it is already operational in training environments.

What Do Supporters of This Technology Race Actually Believe?

Some defense analysts and technology advocates argue that concerns about China’s military robots are overstated. Their case deserves a fair hearing. Today, humanoid robots play a very limited role in defense, with the technology mostly in the testing and development stage. Near-term military use cases are more likely to be support or surveillance-oriented as opposed to front-line combat, partly because “we still need to do a lot of learning about how robots work and what happens when they’re in battlefield situations,” according to analyst Mehta at the National Defense Magazine.

Technology optimists also point out that military robots today use a human-in-the-loop system, with AI helping in tasks like identifying objects and navigating terrain while humans still control critical decisions, especially when it comes to using weapons. The argument goes: full autonomy is further away than alarmists suggest, and the ethical guardrails remain in place.

These are fair points. But they miss the central issue. The question is not whether today’s robot dogs can replace a Marine rifle squad. The question is whether the trajectory of this technology โ€” combined with China’s manufacturing scale, military-civil fusion policy, and willingness to export armed platforms to any buyer โ€” represents a strategic shift the United States is currently unprepared to match. The evidence strongly suggests the answer is yes.

When any reasonably funded state actor can deploy hundreds of expendable missile-carrying platforms rather than a handful of crewed armored vehicles, the logic of force employment changes fundamentally. America’s allies and adversaries alike are watching to see how Washington responds.

Are Our Leaders Even Asking the Right Questions?

The political conversation in Washington has not caught up to the battlefield reality. Defense budgets continue to prioritize legacy platforms โ€” aircraft carriers, fighter programs, crewed armor โ€” developed under procurement timelines measured in decades. Meanwhile, China is iterating on armed robotics in months.

The People’s Liberation Army is moving quickly to acquire AI systems, with many requests for proposal specifying acquisition timelines of only three to six months. The United States Defense Department, by contrast, is still working to reform buying processes that were designed for a different era of warfare entirely.

The $24 million Pentagon contract for Phantom robots is a signal that some decision-makers understand the urgency. But it is not a strategy. Strategy requires sustained commitment, industrial policy, export controls with teeth, and a clear-eyed assessment of where China’s robotics sector will be in three years โ€” not where it is today.

Ask yourself: if a conflict over Taiwan began tomorrow, would the United States have the robotic systems needed to compete with a PLA that has spent years building expendable, networked, AI-assisted ground platforms?

The robots do not need to be perfect to be dangerous. They need to be cheap, numerous, and good enough. China is getting there.

The real question is not whether robotic warfare will reshape the next major conflict. It is whether the United States will act with the urgency the moment demands โ€” or whether we will still be debating procurement timelines when the first missile-carrying quadruped crosses a line no one thought could be crossed so soon.
